What is actually when it reaches 100%?

Your post does not contain enough information for a reader to understand your question, however from our previous discussion I get that you are referring to the core hours clock located on every user’s dashboard.
This clock starts at 100% and the percentage is reduced when the user runs operations (simulation, meshing, etc). When it reaches 0%, you will have no more core hours to use.
