I am running a simple flow analysis on different size syringes but am getting a negative exit velocity for some reason. Any help would be great.

Taking a quick look at your project, with the boundary conditions assigned, the velocity at outlet seems to be as expected, directed outwards of the flow region:
Did you already make some changes to get these results or do you mean something else when you refer to negative exit velocity? Please let us know!

It is actually the expected and correct result. When you look at a directional velocity field like Velocity Y then you see the values with respect to the orientation cube direction:
Since the Y-direction points upwards, and the velocity vector downwards, you see the negative sign on it.
