Pressure Outlet Mean vs Fixed Value Bug

I have an Incompressible flow simulation and when I set the pressure outlet fixed value to 6375 pa, the average output of that face is exactly that amount. However, if I switch that pressure outlet to a mean value of 6375, I get an output value of 1000x that amount. Is this a bug or am I not understanding the setting?
