Again, that is general image in that it is just a single refinement level grid, if you add a grid of the next refinement level in it, there will be faces with 4 cells adjacent to them (and even weirder when there are cells with 5 and 4 faces 
)
My ‘logical’ mind does agree with that interpretation of ‘adjacent cells to a face’…
