Boundary Layers Not Captured in Certain Areas

Hi, in a project linked below I have used Inflate Boundary Layer Refinement option to capture boundary layers around solid walls. The model was meshed successfully using default parameters. When inspecting the mesh for quality I realized that boundary layer elements were generated around some walls but not around the impeller blades. I can’t figure this out. Can someone tell me what the problem might be?

I created a mesh clip to check the boundary layers

When I zoomed in, I was able to see the generated layer on the walls of the fan:

Is there a particular area where the boundary layer is not generated that I might have missed?

I see. So why boundary layer elements are not shown around the blades in the picture below?

This is just the rotating zone, you can hide it:

Even If I generate another mesh clip, the boundary layer can be seen:

Or even in a different location, like this:
