Is there a way to apply a force or a boundary condition to only a portion of a face?

yes, you can the way that I know to do that; at the early stage of your CAD preparation identify your area of interest and make its own face by splitting it from other parts of the face.

Yep @Anware is exactly right here - the best way to do this is to create the face where you want to apply the load in whatever 3rd party CAD tool you are using and then import it to SimScale.
